OFFICIAL MINUTES OF THE DISTRICT 14-F CABINET MEETING ON APRIL 18, 2009 HOSTED BY THE LIONS OF REGION I AT THE HOLIDAY INN, WARREN, PA

A. The April 18, 2009 District 14-F Cabinet Meeting was called to order at 1:30 P.M. by DG Becky Eldridge.  PDG Jim Eldridge of the Warren Lions Club lead the singing of the first verse of “America”, the pledge to the flag and the invocation.

B. DG Becky set protocol and welcomed everyone for attending the District Convention and the Cabinet Meeting.

C. Roll Call was taken from the sign-in sheets: 9 Past District Governors, and 52 Lions for a total of 61 in attendance.

D. Approval of the minutes of the February 22, 2009  Cabinet Meeting on the motion of Lion Vic Mallory of the Waterford Lions Club, 2nd. by Lion Jim Marshall of the Tidioute Lions Club as they were distributed.  Motion carried.

E1. Approval of the financial report from July  1, 2008 to April 18, 2009 on the motion of Lion Bill McElhaney of the Jamestown Lions Club, 2nd. by Lion Bob Blake of the Jamestown Lions Club as it was distributed.  Motion carried.
E2. Motion by Cabinet Treasurer Lion Mike Downing, 2nd by PDG Ollie Rodax  to continue using North West Savings Bank for the 2009-2010 District Checking Account, Convention Checking Account, District Savings Account, and two CD’s, also to authorize the DG, VDG, Secretary and Treasurer as signers of checks during 2009-2010 for all District Checking and Investment Accounts with exception of the District Convention Account.  The District Convention Checking Account to be signed by the Convention Chairman and Co-Chairman.  Motion carried.

F. DISTRICT GOVERNOR’S REPORT:
1. DG Becky introduced International Director, Dr. Jerimiah Myers from Kodiak, Alaska our keynote speaker for the evening banquet.
2. DG Becky thank the Warren Lions Club and Region I for hosting the this years District Convention.
3. DG Becky reminded all the Region and Zone Chairman to remind their Club Secretaries to send their PU101 to Lions International and VDG Scott Preston.
4. DG Becky thanked everyone for giving her the opportunity to serve as their District Governor for 2008-2009. DG Becky also thanked the Region Chairpersons,the Zone Chairpersons and each who served as a Committee Chairperson.  Because of everyone working together as a team, we have seen”Miracles Through Service” this past year.

REPORTS:
1. VDG Scott Preston reported that he has been attending the State Council Meetings and making visitations to District Lions Clubs.  VDG Scott is in the process of forming his Cabinet Members.  VDG Scott asked all Lions Clubs of the District consider marching in the Titusville “150” Parade, 150 years since the first oil well in the US was drilled.  PDG Scott will be attending the PA State Lions Convention, International Convention and the USA/Canada Forum.
2. Cabinet Secretary Lion Robert Moore thanked all the Club Secretaries for turning in their reports in a timely manner.  Cabinet Secretary Lion Robert reported that the winners of the District Governor’s Contest will be announced at the Convention Banquet.  The District Governor’s Contest point totals will be published in the next newsletter and posted on the District Webpage.
3. Cabinet Treasurer Lion Mike Downing thanked all the Clubs of the District for promptly paying their per capita dues.
4. Beacon Lodge Chairman Lion Bill McElhaney reported that 24 Lion and Lioness Clubs have donated $4,530 to Beacon Lodge.  Lion Bill announced that the Jamestown Lions Club is sponsoring a trip to Beacon Lodge for Lions Appreciation Day on July 19, 2009.  There are some seats available on the bus.  If interested contact Lion Bill.  Lion Bill also announced that he has tickets for the “Great Duck Race” at Beacon Lodge.  The cost is $5.
5. Blind Bowlers Chairman Nick Mihailoff’s report was given by Lion Bob Potts of the Townville Lions Club.  To date 28 Lions Clubs and 4 Lioness Clubs have donated $4322.50 to the Blind Bowlers Tournament.  Nest years tournament is schedule for October 11 & 12, 2009.
6. Constitution & By-Laws Chairman Lion Bill McElhaney thanked his Committee for all their work on the changes to the District Constitution and By-Laws to conform to Lions International Constitution & By-Laws.  The Committee consisted of PDG John Crone from Region I, Lion Chuck Smith from Region II, PDG Bill Lupher from Region III, Cabinet Secretary Lion Robert Moore and Chairman Lion Bill McELhaney from Region IV.  Ballots were sent to all District Clubs, all PDG’s and the current DG. and to be returned by the District Convention.  The results of the voting are as follows: Yea votes 15 Clubs, 8 PDG’s and the current DG.  Nay votes 2 Clubs.  26 Clubs did not vote.  Motion by PDG Tom Feeney, 2nd. by PDG Bob Minnis to accept the changes to the Constitution & By-Laws.  Motion carried unanimously.
7. Convention Committee Chairman PDG Jim Eldridge reported that 73 lions and 7 Lioness and numerous guests registered for the District Convention.  PDG Jim thanked all those who attended and all the Lions who worked to make the District convention a success.
8. Diabetes Awareness Chairman Lion Nancy Yergin was absent but sent a report.  23 Lions Clubs and 3 Lioness Clubs donated $4,398 to Diabetes Awareness.
9. District Pin Chairman PDG Ollie Rodax reported that pins that are available are on display in the lobby and can be bought at the cost of $.50 to $3.  The pins can also be found on the District Web Sight.
10. Enviromental Chairman PDG Scott Ladner thanked the Clubs that participated in the contest for The GREEN TEAM AWARD.  The award will be presented tonight at the Banquet.
11. Eyeglass Recycling Chairman Lion Ervin Myers reported that he receive 16,600 used eye glasses for LensCrafters.  LensCrafters will not accept individual lens or glass cases.
12. Eye Surgery Trust Fund Chairman reported that 26 Lions Clubs and 3 Lioness Clubs donated $5,039.60 to date.  Two grants were awarded: one for $568 for the Franklin/Rocky Grove Lions Club and $2,000 to the Union City Lions Club.  Three plaques were presented to Clubs for their very generous donation of $500 or more: Greenville Lions Club, Jamestown Lions Club and the Waterford Lions Club.
13. Hearing Research Chairman Lion Joanne Smith reported that 21 Clubs donated $2,785 to Hearing Research.
14. Keystone Blind Association Chairman PDG Ollie Rodax reported 23 Clubs donated $4,088 to date to the KBA.
15. LCIF Chairman PDG Frank Smith reported that 19 Lions Clubs donated $4,835.50 to LCIF.  
DG Becky announced that LCIF has a new program.  A liason will be appointed in each District.  International Director Harold Ott appointed PDG Scott Ladner to this post for the coming year.
16. Leader Dog Chairman Lion Jean Weber reported that $3,295 has been donated to date.  Two Clubs have taken part in the “70 for 70” program honoring the 70th. anniversary of Leader Dog School.
17. Leader Puppy Chairman Lion Jean Weber reported that there are two future Leader Dog Puppies being raised in our District.  A total of $2,366.50 has been donated to Lions Puppy Program.
18. Leo Club Chairman Lion Bev Kennedy was absent.
19. Lioness Chairman Lion/Lioness Cathy Morse reported that there was a Lioness Seminar this morning.  8 members were in attendance and they discussed membership, participation, fund raising and fellowship.
20. Lions Eye Bank of NW PA, Inc. Chairman Lion Jim Robinson reported that the total number of eye donors the first quarter of the year was 15, 29 corneas.  There were 3 local transplants, 22 exported and 4 unused corneas.
21. Lions of PA Foundation Chairman PDG Jim Eldridge reported that he is building up the statistics of what each Club in the District has donated to the Foundation since the year 2000 and how much money you will need to purchase a PA Lions Fellow.  PDG Jim has applications available or you can get one on line.  If a Club has a question as to how much money they have in the Foundation, contact PDG Jim.
22. MERLOW TEAM: Membership Chairman Lion Dave Hollern reported that our current membership is 1,375.  Since July, 2008 we have 70 new members, 2 reinstated and 2 transfers for a total of 74 members, since July we have lost 108 members for a net loss of 34 members.
Extension Chairman Lion Bob Mitchell was absent.
Retention Chairman PDG Tom Pessia had no report.
Leadership Chairman VDG Scott Preston reported that leadership will be a priority during his year as District Governor.
Orientation Chairman PDG Dutch Dine Thanked DG Becky for allowing him to be the Orientation Chairman for the District.  PDG Dutch meet with a lot of the Clubs in the District and a lot of ideas were exchanged for orientation.  PDG Dutch will be moving to North Carolina in August and will be missed here in the District.
Women and Family Membership Chairman Lion Nancy Bliese reported that our goal was to encourage clubs to seek out women and families as members.  Many clubs found that women and families have provided much needed growth and energetic participation in club projects.
23. Parliamentarian PDG John Crone reminded the membership that since they were talking about an Executive Action that Section 4, Article 4 of the Constitution states that the minutes of the Executive Meeting or Action shall be read and distributed at the next District Cabinet Meeting.
24. Peace Poster Contest Chairman Lion Bill Hamill was absent.
25. Pa Eye Research Chairman Lion Dan Gorman was absent but sent in his report.  23 Lions Clubs and 3 Lioness Clubs donated $3,292.25  to date.
26. Public Relations Chairman Lion Vic Mallory reported that new ideas come with new members and new members only arrive by reaching out in varied ways that attract community minded people wanting to make a difference.  Unless you continually make recruitment a key part of your yearly plan you run the risk of spending more time at funerals then at induction ceremonies.  Make a difference in the future by inviting a guest to a meeting or to help work on a project.
27. Quest Chairman Lion Bev Kennedy was absent.
28. USA/Canada Forum Chairman PDG John Salak was absent.
29. Vision & Blindness Chairman Lion Tyco Swick was absent but sent in a report.
Since March 9, 2009 the Vision & Blindness Center has received $1,330.50 from 11 Lions Clubs and 1 Lioness Club.
30. Webmaster Lion Rob Sharp reported that some Clubs are now taking advantage of the District Web Site.  Lion Rob is open to any suggestions or ideas for the Web Site.
31. Western PA Hearing Foundation Chairman PDG Bob Minnis reported that 7 Lions Clubs donated $962.50 since the last Cabinet Meeting.
32. Western PA School For The Blind Chairman Lion Bob Blake reported that he received donations from 25 Lions Clubs, 2 Lioness Clubs and 4 from the recycling program for a total of $3,534.15 of which $133.65 came from the pull tab recycling program.  Lion Bob thanked all the Clubs that donated money and pull tabs.
33. White Cane Chairman PDG Bill Green reported that 12 Lions Clubs held a White Cane Day and collected $15,991.49.  It took 990 Lion man hours to collect.
We had one less Club participate this year than last year.

REGION CHAIRMAN REPORTS:
34. Region I Chairman PDG Jim Eldridge thanked all the Clubs of his Region for the help in conducting the District Convention.
35. Region II Chairman Tom Owen reported that he is acting as Region Chairman and Zone Chairman for Zone II.  He and Lion Jim Day of Zone I are working together for the Region.  Membership is at a plus 2 in the Region at the present.  3 out of the 5 Clubs in Zone II are sending in their reports and are very active.
36. Region III Chairman Lion Major Garth Faulds was absent.
37. Region IV Chairman Lion John Rodgers was absent.

ZONE CHAIRMAN REPORTS:
38. Region I, Zone I Chairman Lion Robert Hopkins was setting up for the necrology service.
39. Region I, Zone II Chairman PDG Jim Eldridge  had no report.
40. Region II, Zone I Chairman Lion Jim Day reported that membership for the Zone is a minus 1 since February, 2009.  All the Clubs in the Zone busy with activities, fund raisers and donations.
41. Region II, Zone II report was given by Region II Chairman Lion Tom Owen in his Region report.
42. Region III, Zone I Chairman Lion Rob Sharp reported that all the Clubs in his Zone have been very busy with activities, fund raisers and donations.  The Meadville Lions Club celebrated their 85th. Anniversary and gave two Melvin Jones Fellows.
43. Region III, Zone II Chairman Lion Arlene Rigby was absent.
44. Region IV, Zone I Chairman Lion Ernie Bell reported that he is receiving M&A reports from 3 out of the 5 clubs in his Zone and those Clubs are very active.  A combined Zone I & II meeting was held on March 25, 2009 hosted by the Commodore Perry Lions Club.  Attendance was very good.
45. Region IV, Zone II Chairman Lion Gary Shelhamer reported that membership is down 3 members since July 1, 2008.    All Clubs at the combined Zone Meeting were urged to send in their PU-101 forms as soon as possible.  All Clubs in the Zone have been busy with fund raisers and activities.

L. NEW BUSINESS:
1. DG Becky appointed an audit committee which consisted of Lion Bob Blake of the Jamestown Lions Club, Lion Bill McElhaney of the Jamestown Lions Club and PDG Scott Ladner of the Meadville Lions Club.
2. PDG Jim Eldridge gave the results of the election of District Governor Elect and 1st. Vice District Governor Elect for 2009-2010: District Governor Elect-Lion Scott Preston 54 votes, 1st. Vice District Governor Elect-Lion Dave Hollern 55 votes.  On a motion by Lion Bob Blake of the Jamestown Lions Club, 2nd. by Lion Ernie Bell of the Jamestown Lions Club to accept the report of the election committee.  Motion carried.    
M. MEETING ADJOURNED:
1. Motion by Lion Tim Barber of the Jamestown Lions Club, 2nd.  by Lion Vic Mallory of the Waterford Lions Club to adjourn the meeting at 3:27P.M.  Carried
